Demographics

Population. In 2000, the population of the City of Santa Rosa was 2,744, making up 59% of Guadalupe County’s total population. Santa Rosa is the county seat and the only urban community in the region. Between 1990 and 2000, Santa Rosa appears to have experienced growth above the state average of 20%. However, nearly all of this growth can be attributed the corrections facility that opened in Santa Rosa in the late 1990s.

Population projections from the University of New Mexico’s Bureau of Business and Economic Research show Guadalupe County’s population for 2008 at 5,190, which represents 11% population growth since 2000, or a rate of 1.36% per year. If the same trend is applied to Santa Rosa, the city’s population would have increased by 302 persons or 103 households (average size of 2.5 persons) for 2008. This is somewhat inconsistent with the flat rate of growth experienced by Santa Rosa from 1990 to 2000, once the incarcerated population is subtracted. However, new jobs and economic growth in the area would certainly indicate some population growth. To show both scenarios, housing needs in this plan are estimated according to both the population of the 2000 Census and BBER’s population projections for 2008.
